Local entities of Navarra visit the Data Processing Center, an infrastructure the Government makes available to them to drive and accelerate their digitalization

Representatives of ten local entities of Navarra have recently visited the Government of Navarra’s Data Processing Center (CPD), managed by the public company NASERTIC, attached to the Department of Presidency and Equality. This initiative is part of the Strategic Digitalization Plan for Local Entities, promoted by the Government of Navarra and aimed at supporting these entities in advancing their digital transformation and modernization processes.

The visit was led by Txerra García de Eulate, Director General of Planning, Coordination, Innovation and Evaluation of Public Policies, who was accompanied by the Managing Director of NASERTIC, Luis Campos.

García de Eulate highlighted that “digitalizing Navarra is not just a technological project; it is a project about territory, equity and collaboration, advancing to bring digitalization to every corner of Navarra, regardless of the size of the municipality.” He explained that of the 272 existing municipalities, 69% have fewer than 1,000 inhabitants, “which shows the demographic dispersion and the challenges they face in addressing common digital transformation issues. That is why joint and coordinated action, led by the Government of Navarra, can help achieve the expected goals in a more efficient and faster way.”

For his part, Luis Campos explained that “the digital transformation of local entities is essential to strengthen their autonomy, improve their services and bring them closer to citizens. This Data Processing Center not only provides technological support, but represents a firm commitment to the modernization of the territory. We want every municipality, large or small, to have access to first-class digital tools, without barriers, to build a more cohesive and digital Navarra.”

The Action Plan of the Strategic Digitalization Plan for Local Entities, under its axis on the Modernization of Technological Infrastructures, includes the centralization of IT infrastructures of municipalities with fewer than 20,000 inhabitants in a replicated Data Processing Center (CPD), with high availability, efficiency and security, and designed for cloud computing. This project is funded through the Recovery and Resilience Mechanism (MRR), with Next Generation EU funds managed through the Recovery, Transformation and Resilience Plan.

Mayors, councillors and civil servants from Orkoien, Peralta / Azkoien, Igúzquiza, Allo, Beire, Liédena, Obanos, Sunbilla, Huarte / Uharte and Esteribar have had the opportunity to learn firsthand about the digital infrastructure that would host their municipal data and information. This project is planned to be developed jointly with the Local Entities (EELL) and their ICT providers, who will continue supporting and servicing them. This has been the first of several visits planned throughout 2025.

After touring and getting to know about the CPD facilities, which also house the Supercomputing Center, the various services currently available to local entities to promote and professionalize their digitalization were presented, with the aim of optimizing public services. This takes place within the framework of the project “Impulso a la transformación digital y modernización de los municipios de Navarra – Nafarroako udalerrien eraldaketa digitala eta modernizazionaren sustapena,” a cross-cutting initiative promoted by the Departments of Presidency and Equality; Territorial Cohesion; and University, Innovation and Digital Transformation.

Through different public companies, the project offers municipalities an HCI (hyperconverged) infrastructure that combines storage, computing, network connectivity and virtualization in a single system. Local entities also have the opportunity to improve facilities and infrastructures dedicated to training in digitalization or to access cybersecurity services. They were also informed of other citizen-oriented services available to them, such as the 012 Service, the mobile Citizen Support Office, or the option to implement the Sedipualba e-government platform to make digital processes available to citizens for interacting with their municipality.

The Strategic Digitalization Plan for Local Entities, led by the Government of Navarra, seeks to advance the digitalization and modernization of these entities in a cohesive manner and with a territorial integration approach, bringing public services closer to citizens and making them more accessible.

The main pillars of this plan are: training and awareness raising; modernization of technological infrastructures; cybersecurity and information protection; citizen centered digital transformation; and innovation as a catalyst for digitalization.

Recent expansion and inauguration of the CPD

The Government of Navarra’s Data Processing Center (CPD), declared of regional interest, was inaugurated on 25 April by the President of the Government of Navarra, María Chivite, following the expansion and modernization work carried out in recent months, with a budget of 4 million euros, funded with Next Generation European funds from the Recovery, Transformation and Resilience Plan, as well as by the Government of Navarra.

The actions undertaken have been framed within two projects. On the one hand, the CPD’s IT capacity has been doubled, increasing from 200 kW to 400 kW; single points of failure identified in the installation have been eliminated to ensure resilience; housing services have been expanded; and obsolete auxiliary equipment has been replaced.

On the other hand, work has been carried out on the project for the “Expansion of Computing Capacity Dedicated to the ICTS RES” in the Urederra Supercomputing Cluster, hosted at the CPD, which has increased its computing capacity by 1,500%.
