Navarra renews the management and modernisation of its high-performance computer for €19.4 million until 2029
The Government of Navarra addressed, at its session today, the approval of a new multi‑year commission for the management, upgrade and operation of its mainframe platform, a robust and highly secure infrastructure that supports essential services for citizens, especially in the areas of Treasury, Health and Rural Development and Environment. The agreement, valued at €19.4 million, covers the period 2026–2029.
This commission, made at the proposal of the Department of University, Innovation and Digital Transformation to the public company NASERTIC, ensures the continuity of this high‑performance, high‑capacity processing system, designed to run large data volumes and manage 24/7 mission‑critical operations without failure, securely handling enormous volumes of data.
In short, this technology is capable of executing billions of real‑time transactions daily, maintaining stability and speed with thousands of concurrent users. In addition, it is designed to operate for years without interruption, with hot‑swappable components and internal self‑correction mechanisms. These qualities enable the Government of Navarra to carry out—reliably and without interruptions—millions of administrative procedures, tax calculations, payments, archiving of medical records and internal operations.
This new commission also includes the integration of robust access controls and mechanisms that preserve system integrity even under failure conditions, thus ensuring security, as well as a management platform that will facilitate integration of the mainframe with modern solutions such as data analytics, intelligent automation and AI associated with administrative processes, and the continuous improvement of operations, monitoring and administrative printing services. This modernisation ensures that Navarra can continue leveraging the stability of the infrastructure while incorporating innovations that improve efficiency, reduce processing times and make public services more accessible.
The project will have a strategic oversight committee and an operational oversight committee, ensuring that the platform evolves in a planned, secure manner aligned with the needs of Treasury, Health and citizens.
A Modern, Secure In‑House Service
All mainframe infrastructure is hosted in the Government of Navarra’s Data Processing Centres (CPDs), designed to ensure service continuity, high availability and fault resilience—especially for critical environments—guaranteeing electrical redundancy, climate control, security and monitoring.
The expansion of the CPD located at the facilities of the public company NASERTIC was recently recognised at the DCM Awards, organised by the specialised magazine Data Center Market. The project—backed by a €4 million investment that doubled the site’s electrical capacity—was distinguished in the “Modernisation and Expansion of the Data Center” category for improving the centre’s energy efficiency, monitoring and future scalability.
This platform also complies with very high quality and security standards, maintaining an Information Security Management System certified to ISO 27001, a Business Continuity Management System certified to ISO 22301, and a high level of compliance with the National Security Scheme. All this ensures that personal data and related public services are protected according to the highest international standards.
In addition, the high‑performance computer has a backup centre (BRS) that replicates all information in real time, which would allow the service to be restored within a few hours in the event of a serious incident, guaranteeing continuity of administrative and healthcare procedures for citizens.
