The service develops and consolidates the Navarra Data Office (ODaN), as a strategic unit for the management, sharing, and enhancement of public information, while also promoting the Data Economy as a driver of innovation, growth, and competitiveness in Navarra.
Its mission is to turn data into a strategic asset that enables:
Evidence-based decision-making (“Data Driven” services).
Optimizing administrative management and reducing costs in analytical projects.
Innovation in advanced analytics and artificial intelligence.
Reusing and disseminating public data, ensuring transparency.
Developing new citizen services and enabling integration between administrations.
Ensuring ethics and security in data use.
After collaborating in its creation, the work focuses on consolidating and supporting the evolution of the ODaN by providing specialized technical advice, designing and implementing data governance policies, promoting communication and awareness to build a strong data culture, and fostering innovation and collaboration around data spaces. This also strengthens the development of the data economy in Navarra, enabling administrations, companies, technology and research centers, and citizens to leverage the value of information to generate new services, projects, and opportunities.

The service relies on an advanced technological ecosystem that ensures data governance, secure sharing, and intelligent data exploitation:
Data Governance Platform (IBM Cloud Pak for Data – CP4D): Comprehensive solution that centralizes data lifecycle management: cataloguing, classification, quality control, security, traceability, and interoperability. It enables the application of consistent data governance policies across the entire Administration.
Data Spaces: Infrastructures that enable information sharing between administrations, companies, and citizens in a secure, scalable, and controlled manner. These spaces align with major European and international standards: Gaia-X, IDSA (International Data Spaces Association), Eclipse Data Space Components (EDC), and other data interoperability and governance standards (DCAT-AP, FAIR principles, ISO/IEC 11179, etc.).
Integration and Security Platforms: Systems that ensure smooth data exchange between multiple sources and applications, preserving security, privacy, and ethics in the use of information. They include capabilities for traceability, access control, and regulatory compliance (GDPR, ENS, ethical AI principles).
