NASERTIC is responsible for the management, operation and maintenance of a network of 134 Telecommunication Centers of the Government of Navarre, built with a clear vocation for public service and equal access to telecommunication services for all citizens of Navarre, as well as for territorial cohesion rather than market or profitability criteria.
Nasertic manages and maintains these centers, carrying out all activities related to documentation and asset inventory, monitoring and supervision, request and incident management, administration and management of physical and logical resources, preventive, corrective and proactive maintenance, as well as configuration or update tasks, capacity and availability management, including the preparation of evolution and improvement proposals.
The Telecommunication Centers, most of them located in geographically strategic points or in areas with more complex terrain for telecommunication service access and lower population density—and therefore less attractive from a market perspective—are infrastructures that include:
Civil engineering structural elements
Shelters.
Telecommunication towers.
Perimeter fencing.
Ducts and manholes.
Power supply systems
Power supply feeder lines.
Low-voltage internal network.
Energy backup systems (generators, UPSs, rectifiers and batteries).
Surge absorbers, electrical panels, resettable circuit breakers and other elements used for protection against electrical discharges and surges.
Photovoltaic solar panels.
Auxiliary systems
Access control systems with electronic locks and presence control.
Lighting systems.
Cooling and air extraction systems.
Systems related to the remote monitoring and supervision of telecommunication centers, such as network electronics, remote stations (SSER), environmental condition sensors, etc.
Video surveillance systems.
Fire detection and extinguishing systems.
Occupational risk prevention systems.
Citizens of Navarre, public administrations and companies in accessing essential services and general‑interest telecommunication services.
This is a network made up of 134 telecommunication centers thanks to which the Chartered Community of Navarre achieved coverage for the provision of analogue TV and radio broadcasting services reaching practically 100% of the population.
In addition, these telecommunication centers are used for other general‑interest services such as emergency communications, connectivity for corporate sites of different Government of Navarre departments (hospitals, health centres, educational centres, courts, libraries, etc.) or road tunnel communications with the Road Maintenance Control Center.
Furthermore, making these centers available to third parties, through Nasertic, via the Collocation service enables infrastructure sharing with other telecommunication operators as a means to facilitate the deployment of diverse telecommunications technologies and services to the entire population of Navarre, especially in low‑density areas that are therefore less attractive from a market perspective, in order to achieve territorial cohesion, in line with an explicit objective of social cohesion and equality of citizens in accessing basic services and essential rights such as information and communication.
It is also a legal requirement, established in current telecommunications legislation, that public administrations must promote the shared use of existing telecommunication infrastructures under neutral, objective, transparent, fair and non‑discriminatory conditions, both as a measure to reduce deployment costs for electronic communication networks and to prevent the proliferation of duplicated installations for environmental and territorial reasons, thereby helping to minimize environmental impacts derived from the provision of telecommunication services.
